HB252, an act relating to the age requirement for serving alcoholic beverages was signed by the Governor on 3/25/22. House Bill 252 amends KRS 244.090 to lower the minimum server age of employees to 18 if under the supervision of a person twenty (20) years of age and to exclude persons under the age of 20 from bartending. It does not have an emergency clause. Section 55 of the Kentucky Constitution provides that "[n]o act, except general appropriation bills, shall become a law until ninety days after the adjournment of the session at which it was passed, except in cases of emergency, when, by the concurrence of a majority of the members elected to each House of the General Assembly, by a yea and nay vote entered upon their journals, an act may become a law when approved by the Governor, but the reasons for the emergency that justifies this action must be set out at length in the journal of each House."
