REQUEST FOR PROPOSAL (RFP):  Web Design and Management Services 

The City of Danville is seeking a firm to lead in the design and development of website and software to serve as community landing page and resource for partner community agencies and those seeking information and services within the community.  

To be eligible for consideration the firm must demonstrate expertise in the areas of website development and marketing with back-office data management services.  The proposal should be prepared in a clear and simple format; however, sufficient materials to provide complete, accurate, and reliable information related to the firm and its proposed offerings should be incorporated. 

The project will consist of the development, design, and buildout of a new community web “landing site” linking to other community pages such as City, County, tourism, economic development and other public or semi-public agencies, i.e., schools.  The architecture of the site will be developed with the firm who should have the ability to collect data and analytics regarding traffic and movement within the City’s website and those linked through the landing page.  Software licensing, hosting and maintenance will be provided by the firm.  An implementation schedule should be provided by the firm with the proposal submission. 

By submitting a proposal, the proposer certifies that he/she is authorized to sign and has fully read and understands the RFP.  In addition, the officer acknowledges the scope, nature, quantity, and quality of work to be performed, meets the minimum requirements of the services to be provided, and accepts the conditions under which the services are to be performed.  All information requested should be submitted, as failure to do so may result in the proposal being rejected as incomplete without being evaluated.   

To be considered, a sealed copy of the RFP shall be sent to: 445 West Main Street Danville KY on or before 3:00pm on January 20, 2023.  Proposals will neither be opened and read publicly nor open for public review until all deliberations are concluded and a contract is awarded.   

Cost and earnings will not be the only criteria considered. The City of Danville reserves the right to reject any and/or all proposals and to waive any minor irregularities prior to selection of the firm and execution of the service agreement without penalty.  The City of Danville reserves the right to award this contract to the firm that best meets its requirements and not necessarily the lowest bidder. 

All proposals will become the property of the City of Danville when received and will be subject to Kentucky Open Records Law when opened.

Minimum Requirements:

    Effectively design community landing page to incorporate various community organizations

    Provide platform for community input and submissions

    Provide customizable monthly data and analytics reports regarding website activity and traffic, including linked pages

    Advise and assist with targeted marketing strategies

    Manage search engine optimization functions

    Provide a designated point of contact for support and maintenance

    Firm must submit a cost proposal for services with detail subcategories for proposed work

Criteria for Selection:
The primary criteria for vendor evaluation and consideration are:

    Suitability of Services to meet the City’s requirements

    Stability (Financial Viability, Business Longevity)

    Qualifications and Experience of Institution.  Performance history for similar services.

    Customer Service and Support (References, Retention)

    Overall price and ongoing maintenance and support agreements.

The initial ranking based upon the above criteria will be completed by the City of Danville.  The firms receiving the top three (3) rankings may be interviewed.  Following the interviews and final ranking a recommendation will be made and the City will move forward with the selected firm.  If the City is unable to successfully finalize terms with selected firm the City may choose to negotiate with second ranked firm. 

The City reserves the right to refuse or reject any and/or all submittals for any reason or for no reason whatsoever.  The City will accept the best evaluated proposal and the criterion for evaluating the proposals includes but is not limited to: 

“Location and serviceability of the bidder, versatility of the equipment and services, apparent dependability of equipment and services, generally accepted reliability of manufacturer and services and reputation of bidder.”
